About 200 Croatian mercenaries are known to have arrived in Ukraine.

All mercenaries sent by the West to help the Kiev nationalist regime are not combatants under international humanitarian law.

They are not entitled to prisoner of war status.

The best thing that awaits foreign mercenaries upon arrest is criminal prosecution.

▪️ As of 1:00 p.m., the Ukrainian side has not fulfilled a single condition for the creation of humanitarian corridors. We observed by means of objective control, including unmanned aerial vehicles - not a single event for the preparation of humanitarian convoys was carried out, no one arrived at the open humanitarian corridors.

It is known that the nationalists, under the threat of physical violence, simply do not let civilians and foreign citizens out of these settlements.

▪️ From 10:00 a.m., on the contrary, we note intensive movement of armed people on the front line in all directions, artillery and mortar fire did not stop for a second. During these three hours alone, on all six humanitarian corridors declared by the Russian Armed Forces, 172 shellings from the armed forces of Ukraine and nationalists were recorded. In this case, we are talking about shelling areas directly located or adjacent to the alleged humanitarian corridors.

❗In Mariupol, any attempts by the civilian population and foreign citizens to move in the direction of the gathering places for humanitarian convoys were severely suppressed, up to the use of weapons to kill.

❗In addition, the mayor of Sumy, Alexander Lysenko with the commander of the national battalion, at 11:55 a.m.officially announced: “There will be no green corridors, not a single civilian will go to Russia, and those who try to do this will be shot.”

▪️ We know why the Kiev regime, by all available and inaccessible methods, in every possible way prevents the exit of civilians and foreigners to Russia, and in fact, they afraid that people will tell the truth about lawlessness and chaos, humiliation and suffering, as well as genocide organized by this inhuman regime.

Millions of Ukrainians, thousands of foreign citizens also found themselves in the information blockade. Nobody tells the truth to people. Even the notification of civilians and foreigners about the possibility of using safe humanitarian corridors towards Russia is not carried out, and the Ukrainian media broadcast false information that Russia does not provides these corridors.

▪️ At the same time, on the border of Ukraine in Kiev region, as well as in Sudzha, Kursk region, in Nekhoteevka, Belgorod region, in Novoazovsk city, Rostov region, four columns of comfortable large buses, with a total number of 367 seats, with a total capacity of up to 12.5 thousand passengers. These thousands of people could find themselves in a calm and safe environment today. Unfortunately, this did not happen due to the fault of the Ukrainian authorities.

We will tell about the actions and inaction, about the betrayal and lies of official and unofficial officials who are indifferent to the fate of their own people.

Kiev officials continue to accuse the Russian Armed Forces of allegedly failing to comply with the promised cease-fire and brazenly lie to representatives of foreign embassies in Kiev, Lvov and Odessa and other cities about the Russian side’s failure to fulfill the conditions for ensuring the security of humanitarian corridors. This is a blatant provocation, lies and deceit.

▪️ We continue to work with all interested parties and today, more than ever, we call on the UN, the OSCE, the International Committee of the Red Cross, all the power, all the potential of your organizations to force the representatives of Kiev authorities to fulfill the humanitarian obligations enshrined in the Geneva Convention.

❗Yesterday, numerous facts were recorded in Kharkov, Sumy and other cities, when militants of nationalist battalions shot civilians, accusing them of complicity with Russia.

▪️ In Mariupol, on the first floor of a school building located on Svobody Avenue, nationalists of the territorial defence battalions created a strong point, placing heavy weapons on the lower floors and placing groups of snipers on the roof. At the same time, the militants hide behind the backs of innocent citizens, forcibly holding the residents of the nearest houses in the school.

▪️ And the latest information looks quite cynical. Officials with whom we interacted during the preparation of today's humanitarian operation have just published an official message on the information resource that the exit of civilians was disrupted through the fault of the Russian Federation, allegedly due to inconsistency in the routes of humanitarian corridors.

❗1,634 foreigners are kept as human shields by Kiev radicals, including:

in Kharkov – 257 citizens of Jordan (200), Egypt (40), Vietnam (15) and Indonesia (2);
in Sumy – 1,140 citizens of India (576), Tanzania (159), China (121), Ghana (100), Jordan (70), Egypt (60), Pakistan (16), Tunisia (15), Zambia (14 ), Kazakhstan (8) and Serbia (1);
in Mariupol – 88 citizens of Turkey (70) and Kazakhstan (18);
in Kherson – 15 Egyptian citizens;

882 tons of humanitarian cargo have already been delivered to Ukraine, 110 humanitarian actions have been carried out, including 30 actions in Kiev and Chernigov regions, as well as in the Donetsk and Lugansk people's republics over the past day, during which 325 tons of basic necessities were handed over to the civilian population of the liberated regions, medicine and food.

In addition, 50 tons of foods were delivered from the Syrian Arab Republic and 14 tons of basic necessities from Nagorno-Karabakh for subsequent transfer to the population of Kiev and Zaporozhye regions.

Traffic jams at border crossings. People are forced to abandon vehicles and walk with heavy bags. The queues stretched up to 40 kilometers, and the passage time exceeded two days.

At the same time, there are no toilets, no water, no food at the checkpoints, there are no heating points and medical care. Peopl are forced to stay outside for days at sub-zero temperatures. Numerous cases of physical violence, robberies, looting against Ukrainian refugees and foreign citizens were recorded by local criminals, who, in addition, demand a bribe of up to one and a half thousand US dollars for organizing unimpeded passage.
Various restrictions on admission have been introduced. In particular, male persons aged 18 to 60 years are not allowed to enter the territory of Poland without permission from Ukrainian military enlistment offices. But corrupt border guards offer a bribe of up to $5,000 to cross the border without hindrance.

After crossing the border, refugees face numerous problems related to the lack of basic conditions for accommodation and recreation.
In neighboring states, tent camps without any amenities are provided for their accommodation.

Despite the inconsistency of the actions of the Kiev authorities, we are ready to patiently wait for constructive work on humanitarian issues from them and hope for close cooperation with the relevant structures of the UN, the OSCE and other international organizations. Now, more than ever, it is important to get away from the political engagement of the humanitarian component, as a high-level official did immorally from the rostrum of the United Nations. This is extremely important for every person who finds himself in the most difficult humanitarian conditions in the settlements of Ukraine.

Since yesterday, the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response in Ukraine has organized effective interaction with UN representatives, who, after the appeal of UN Secretary General António Guterres to the Minister of Defence of the Russian Federation, officially arrived in Moscow and are in contact with us around the clock.

▪️ Militants of the territorial defence battalions continue to hold hostage as a human shield more than four and a half million civilians, as well as about two thousand foreigners who have already expressed a desire to evacuate to safe places. Information about cases of discrimination against human rights on racial grounds by neo-Nazis continues to come in.

At the same time, the Russian side is creating the necessary conditions for a peaceful and safe life in all the liberated territories, ensuring unimpeded access of the population to any humanitarian aid.

▪️ More than 9,000 temporary accommodation centeres continue to function normally in almost all regions of the Russian Federation. Strictly individual work is organized with each person
arriving in Russia.

▪️ The accumulation of humanitarian aid at points continues, more than 15,500 tons have already been accumulated.

946 tons of humanitarian cargo have already been delivered to Ukraine, 132 humanitarian actions have been carried out in the settlements of Zaporozhye, Kiev, Kharkov, Kherson and Chernigov regions, as well as in the Donetsk and Lugansk people's republics. ▪️During special military operation, classified documents of the command of the National Guard of Ukraine ended up in the hands of the Russian servicemen. These documents confirm the covert preparation by the Kiev regime of an offensive operation in the Donbass in March 2022.

▪️The Russian Ministry of Defence publishes the original secret order of the commander of the National Guard of Ukraine, Colonel-General Nikolai Balan, dated January 22, 2022.

▪️Order "On organizing the training of a battalion tactical group of the 4th operational brigade to perform combat (special) tasks in the joint forces operation as part of a brigade of the armed forces of Ukraine."

The document is addressed to the heads of the northern Kiev, southern Odessa and western territorial departments of the National Guard of Ukraine.

▪️The order, brought to the command of the National Guard of Ukraine, explains the plan for preparing one of the shock groups for offensive operations in the so-called “Joint Forces Operation” zone in Donbass.
The document approves the organizational structure of the battalion-tactical group of the 4th operational brigade of the National Guard, the organization of its comprehensive support and reassignment to the 80th separate air assault brigade of Ukraine.

▪️I would like to emphasize that since 2016, this formation of the air assault troops of Ukraine has been trained by American and British instructors under the “NATO standard” training programs in Lvov.

▪️In accordance with the order, the Deputy Commander of the National Guard was tasked with organizing joint combat training of the battalion-tactical group of the National Guard as part of the 80th separate air assault brigade of the armed forces of Ukraine from February 7 to February 28, 2022.

▪️All events of joint combat training of the nationalists are ordered to be completed by February 28 in order to further ensure the fulfillment of combat missions as part of the Ukrainian “Joint Forces Operation” in Donbass.

We remember the statements by the leadership of the Kiev regime replicated by the Western media in February, that there were no plans for an armed seizure of Lugansk and Donetsk people's republics. About their desire to resolve all issues in "political and diplomatic way."

Today, at exactly 10 o'clock, in accordance with the agreements reached on ten humanitarian corridors initiated by the Russian Federation and three additionally at the request of the Ukrainian side, the Russian Armed Forces introduced cease-fire, which is strictly observed to date.

We are closely monitoring the actions of the Ukrainian side by means of objective control, both on the ground and from the air, including unmanned aerial vehicles, but no practical measures have been taken to prepare humanitarian columns at the moment, no one has arrived to open humanitarian corridors, the formation of organized humanitarian columns has also not been recorded. Civilians and foreign citizens were not notified in any of the settlements.

Since 10 a.m., on the contrary, intensive regrouping of AFU units and nationalist battalions, the movement of weapons and military equipment, as well as the buildup of forces and means has been noted in all directions.

In addition, since 9:57, continuous artillery and mortar fire, including on the positions of the Russian Armed Forces in the suburbs of Kiev, Chernihiv, Kharkiv, Sumy, Mariupol and in a number of other settlements, as well as on humanitarian corridors initiated by the Ukrainian side, has practically not stopped. On the Volnovakha, Zaporozhye and Izyum directions, intense fire was conducted from the nationalist battalions using mortars.

A similar situation occurred yesterday during the declared cease-fire and withdrawal of foreign citizens and a small number of civilians from Sumy. We have observed and recorded how grossly, cynically and harshly the Ukrainian side violates the ceasefire regime, actively moving weapons and military equipment, replenishing ammunition stocks and their delivery to positions, as well as the movement of reserves. But solely for humanitarian purposes, we did not disrupt this humanitarian operation, given that the humanitarian column has already been formed and started moving. We have continuously warned the Ukrainian side about preventing provocations by all possible means. With effort, but by maintaining all the necessary security measures, we were able to save the lives of civilians and foreign citizens.

Unfortunately, today, a detailed and well-thought-out operation to open humanitarian corridors and evacuate civilians and foreign citizens in conditions of a humanitarian catastrophe has not brought the expected results, due to the fault of the Kiev authorities.

At the same time, the humanitarian situation throughout Ukraine continues to deteriorate rapidly. In Mariupol, the conditions of citizens, as a result of the monstrous actions of the nationalists and the city administration, has reached catastrophic proportions.

In the same city, on Kuprina street, nationalists blew up a power line and several tanks with fuel, without evacuating nearby residential buildings.

In Sumy, the nationalists of territorial defence, who allegedly assumed obligations to ensure law and order, do not prevent a surge in looting, moreover, they have formed a criminal community.

The children's hospital building is used by the Sumy territorial defence unit as a stronghold.

There are two territorial defence checkpoints on the Sumy-Grayvoron highway, the personnel of which are in civilian clothing, armed with small arms and Molotov cocktails with the task of preventing the exit of refugees.
In Kharkiv, nationalists, under threat of using weapons, force local residents to set up barricades of car tires at every intersection in order to prevent civilians from reaching humanitarian corridors.

Ordinary Ukrainians come to understand that they mean nothing to the current regime. Residents of cities and towns have lost their already dubious faith in the current government, which prefers not to notice human suffering.

Moreover, the Kiev regime has sanctioned nationalists to use weapons against those who attempt to evacuate to the Russian Federation, threatening to kill relatives remaining on Ukrainian territory. There are threats of physical violence from radicals against those who are trying to receive humanitarian aid.

The civilized world, the UN, the OSCE, the International Committee of the Red Cross, as well as other international organizations in the catastrophic situation that has developed for Ukraine have no moral right to stand aside, ordinary Ukrainians and foreign citizens should not "one on one" fight Nazism that has overwhelmed the Kiev authorities.

We appeal to reputable international organizations, to the International Committee of the Red Cross with a request to take urgent measures to encourage the Kiev authorities to carry out the entire complex of measures to prepare for the evacuation and the formation of humanitarian convoys. And the most important thing is that notification of the gathering places and the opening of humanitarian corridors should be carried out through all communication channels, as well as using a centralized information and notification system for the population. We very much hope for your effective monitoring mechanism, including on the ground, how the mayors of Ukrainian cities are in practice preparing for humanitarian operations, as the lies and deception of the Kiev authorities are becoming unbearable.

We have sent an official appeal to the International Committee of the Red Cross on this issue. The militants of the nationalist battalions continue to use prohibited methods of warfare, namely, violence to life and physical integrity, murder, torture of civilians. At present, the radicals continue to hold more than four and a half million civilians hostage as "human shields," as well as 1,197 foreigners who have already expressed a desire to evacuate to places of safety from the horrors and arbitrariness of the neo-Nazis.

At the same time, without the participation of the Ukrainian side, 5,460 people, including 1,125 children, were evacuated from dangerous zones in various regions of Ukraine, as well as the Luhansk and Donetsk People's Republics during the day. In total, since the beginning of the special military operation, there have been more than 179 thousand people, including 45,436 children evacuated. 20,961 vehicles crossed the state border of the Russian Federation, including 867 vehicles per day.

Yesterday, as a result of the humanitarian operation carried out by the Russian Federation, 247 foreign citizens were evacuated from dangerous areas of the Kherson region to Novorossiysk, including 166 from Turkey, 41 from Ukraine, 11 from Egypt, 8 from Italy, 7 from Azerbaijan, 6 from Pakistan, 5 from India, one each from Sweden, Morocco and Brazil.

I would like to draw your attention to the fact that all evacuated citizens, including foreigners, are fully provided with comfortable conditions for recreation, hot meals, and medical assistance has been provided to those in need.

More than 9.5 thousand temporary accommodation centers continue to function normally in the regions of the Russian Federation. Individual work is organized with each person arriving in Russia.

A sufficient number of vehicles for the transportation of refugees are kept in constant readiness at checkpoints and places of temporary accommodation.

Recreation facilities are equipped with everything necessary for a comfortable stay, hot meals are provided, mobile medical centers are deployed, logistics is organized for departure to the regions of Russia and to selected places of temporary stay, and for foreign citizens their delivery to their homeland is provided. Mobile medical centers have been deployed, and a supply of medicines has been created.

The Russian side is creating all the necessary conditions for a peaceful and safe life in the liberated territories, ensuring unhindered access of the population to humanitarian aid.

The accumulation of humanitarian aid continues at the collection points; over 16 thousand tons have already been accumulated.

1,367 tons of humanitarian cargo have already been delivered to the settlements of the Zaporozhye, Kiev, Kharkiv, Kherson and Chernihiv regions, as well as in the Donetsk and Lugansk People's Republics during the 171 humanitarian actions, including 39 actions carried out over the past day, 441 tons of basic necessities, medicines and food were transferred to the civilian population of the liberated areas.

As of today, 33 humanitarian actions have been planned and are currently being carried out in the Kharkiv and Zaporozhye regions, in the Donetsk and Luhansk People's Republics, during which 95 tons of basic necessities, medicines and food are being transferred to the civilian population.

🇷🇺 🇺🇦 ☣ Briefing on the results of the analysis of documents related to the military biological activities of the United States on the territory of Ukraine

The Russian Defence Ministry continues to study materials on the implementation of military biological programs of the United States and its NATO allies on the territory of Ukraine.

The information received from various sources confirms the leading role of the US Defence Threat Reduction Agency in financing and conducting military biological research on the territory of Ukraine.

Details of the UP-4 project became known, which was implemented with the participation of laboratories in Kiev, Kharkov and Odessa and was designed for the period up to 2020.

Its purpose was to study the possibility of the spread of particularly dangerous infections through migrating birds, including highly pathogenic H5N1 influenza, the mortality rate of which reaches 50 percent for humans, as well as Newcastle disease.

Due to the fact that Ukraine has a unique geographical location where transcontinental migration routes intersect, 145 biological species were studied within the framework of this project. At the same time, at least two species of migratory birds were identified, whose routes pass mainly through the territory of Russia. At the same time, information about migration routes passing through the countries of Eastern Europe was summarized.

Of all the methods developed in the United States to destabilize the epidemiological situation, this is one of the most reckless and irresponsible, since it does not allow to control the further development of the situation. This is confirmed by the course of the pandemic of a new coronavirus infection, the occurrence and features of which raise many questions.

In addition, the R-781 project is interesting, where bats are considered as carriers of potential biological weapons agents.

Among the priorities identified are the study of bacterial and viral pathogens that can be transmitted from bats to humans: pathogens of plague, leptospirosis, brucellosis, as well as coronaviruses and filoviruses.
It is noteworthy that the research is carried out in close proximity to the borders of Russia – in the areas of the Black Sea coast and the Caucasus.

The project is being implemented with the involvement of not only Ukrainian, but also Georgian biological laboratories controlled by the Pentagon in cooperation with the Virginia Polytechnic Institute and the US Geological Survey.

The analyzed materials on the UP-8 project, aimed at studying the Congo-Crimean hemorrhagic fever virus and hantaviruses in Ukraine, clearly refute the US public statement that only Ukrainian scientists work in the Pentagon biolabs in Ukraine without the intervention of American biologists. One of the documents confirms that all serious high-risk studies are conducted under the direct supervision of specialists from the United States.

The payroll of Ukrainian contractors clearly demonstrates how they are financed. It has been confirmed that the US Department of Defence paid the money for research participation directly, without the involvement of intermediaries. The extremely modest pay, by US standards, is noteworthy. This indicates a low estimation of the professionalism of Ukrainian specialists and the neglect of their American colleagues.

In addition, the studied materials contain proposals for the expansion of the US military-biological program in Ukraine. Thus, there was evidence of the continuation of completed biological projects UP-2, UP-9, UP-10, aimed at studying the pathogens of anthrax and African swine fever.

The Pentagon is also interested in insect vectors capable of spreading dangerous infectious diseases. The analysis of the obtained materials confirms the transfer of more than 140 containers with ectoparasites of bats - fleas and ticks from the biolab in Kharkov abroad.

Significantly, similar research was carried out in the 1940s on the development of biological weapons components by the Japanese unit 731, whose members later fled to the US to escape prosecution for war crimes.

I would like to remind you that representatives of Western countries are extremely cautious about handing over their biomaterials.

At the same time, available documents confirm numerous cases of transferring biological samples of Ukrainian citizens abroad. For example, 350 cryocontainers with blood serum samples were transferred from the Public Health Centre of the Ministry of Health of Ukraine to the reference laboratory for infectious diseases of the Australian Doherty Institute under the pretext of determining antibody titers.

Another example is the German-funded project No. 68727 EN on the study of Congo-Crimean haemorrhagic fever pathogens and hantaviruses. As part of this project, one thousand blood serum samples of citizens from different regions of Ukraine belonging exclusively to the Slavic ethnic group were donated to the Bernhard Nocht Institute for Tropical Medicine (Hamburg).

It is highly likely that one of the objectives of the US and its allies is to create bioagents capable of selectively targeting different ethnic populations.

During a hearing of the US Senate Foreign Affairs Committee on 8 March, Undersecretary of State Victoria Nuland reported on the presence of bioweapons in Ukraine where biosecurity research had been conducted. She expressed concern about the possibility of these bio-laboratories and the materials there being taken over by the Russian Armed Forces.

According to available information, the Americans have already managed to evacuate most of the documentation, including databases, biomaterials and equipment from laboratories in Kiev, Kharkov and Odessa to the Lvov Research Institute of Epidemiology and Hygiene and the US Consulate in Lvov. The possibility of transferring part of the collection to Poland has not been excluded.

In fact, with her statement, Nuland indirectly confirmed the Pentagon's military-biological program in Ukraine in circumvention of existing international agreements.

Representatives of a foreign diaspora, unfortunately for obvious reasons we cannot name which one, but we quote literally: "Please help! Everyone is desperate. People are not allowed out of the city, they are actually being held hostage by the Azov battalion, they are staging provocations, there is a complete lack of authority in the city, and Azov is doing what it wants. I beg you, save the city from this administration. People have had enough of them...".

▪ I am sure that soon the time will come when we will be able to show the world living witnesses of this tragedy, we have everything documented. In addition, in the media, a Ukrainian neo-Nazi named Beryoza announced an all-out hunt for Russian correspondents covering the truthful humanitarian situation in the special military operation zone.

The civilised West and the international organisations led by it remain ignorant of the disastrous
humanitarian situation in Ukraine, while ordinary Ukrainians and foreign citizens remain victims of the neo-Nazism that has practically engulfed the Kiev authorities.

Unfortunately, all our requests to international organizations, first and foremost to the International Committee of the Red Cross, to take effective measures to influence the mayors of Ukrainian cities and official Kiev to take a full range of measures to prepare for the evacuation of the civilian population, to notify them of the assembly points, to open humanitarian corridors and to form humanitarian columns remain unheard.

Instead, there is an unending stream of politically motivated lies from the Kiev regime about the humanitarian situation in their own country and the alleged lack of willingness to move through humanitarian corridors into Russian territory.

▪ At the same time, over the past 24 hours alone, 27,439 more Ukrainian civilians and foreigners have contacted the official structures of the Russian Federation and directly the Joint Coordination Headquarters of the Russian Federation for the humanitarian response in Ukraine through various channels with requests to evacuate to Russia.

A total of 2,617,349 people from almost two thousand settlements in Ukraine already registered as evacuees.

Radicals from the territorial defence battalions continue to kill, torture and hold hostage as human shields over 4,500,000 civilians who have expressed a desire to immediately evacuate to safe areas from the nationalists' horrors and atrocities.

Ukrainian neo-Nazis are also keeping more than 7,000 citizens from 21 foreign countries hostage. Our Joint Coordination Staff has already received official requests from them to save their compatriots, but unfortunately Ukraine does not react in any way to official and non-official requests, including those from international partners.

The fate of these foreign citizens has been the subject of round-the-clock cooperation with representatives of the relevant diplomatic agencies.

▪ Despite these difficulties, since the beginning of the special military operation without the participation of Kiev, we have managed to evacuate more than 187,000 people from dangerous zones of Ukraine, 46,696 of them are children, including 7,457 people per day, of which 1,260 are children. More than 22 thousand units of personal motor transport passed through the checkpoints, including 1,043 over the past day.

More than 9,500 temporary accommodation centres continue to operate in the regions of the Russian Federation.

A sufficient number of buses and supporting transport for the transportation of refugees are kept in constant readiness at checkpoints and temporary accommodation places.

Federal executive authorities together with the subjects of Russia, various public organizations, patriotic movements have prepared more than 16.5 thousand tons of humanitarian aid.

1,421 tons of humanitarian cargo have already been delivered to Ukraine, 186 humanitarian actions have been carried out, including 18 actions in Chernigov, Zaporozhye and Kharkov regions, as well as in Donetsk and Lugansk People's Republics, during which 34 tons of basic necessities, medicines and food were transferred to the civilian population of the liberated areas.

Today, 25 humanitarian actions are being carried out in the Chernigov, Kherson and Kharkov regions, as well as in the Lugansk and Donetsk People's Republics, during which 250 tons of basic necessities, medicines and food are being transferred to the population.

❗️2️⃣We draw attention of the Ukrainian side to the fact that we have discovered that during humanitarian operations on March 10, 2022, on routes from Trostyanets in the direction of Poltava, as well as from Zaporozhye to Energodar, some of the regular bus drivers of humanitarian convoys were replaced by Ukrainian Security Service officers who, during the movement, carried out reconnaissance and recorded information about the location of units of the Russian Armed Forces.

At the same time, from Energodar and Sumy cities, these persons attempted to transmit reconnaissance information, which, thanks to the prompt measures taken by the units of the Russian Armed Forces, was stopped.

We consider these facts unacceptable.

We warn the Ukrainian side that in the future humanitarian convoys will be allowed to pass only after advance provision of lists of transport and officials accompanying humanitarian convoys, including drivers, in the following form: serial number, vehicle brand, registration number, full name, passport number, citizenship, for drivers - driver's license number indicating the permitted categories of vehicles.
In order to  prevent provocations, the submission of these documents, starting from March 11, 2022, becomes mandatory.

Please note that in order to exclude the collection of reconnaissance data on the location of units of the Russian Armed Forces, each column will be checked for the presence of means of communication. Only representatives of the International Committee of the Red Cross are allowed to have mobile phones and other means of communication, other officials are prohibited from any technical means of communication, if any are found, they are subject to seizure.

3️⃣This statement should be immediately brought to the Ukrainian side (Deputy Prime Minister of Ukraine Irina Vereshchuk) proposed to coordinate the specified routes and the start time of humanitarian corridors by 03:00 a.m. (Moscow time) on March 11, 2022.

4️⃣For the purpose of implementation of measures for the evacuation of civilians and foreign citizens along agreed routes during the humanitarian operation, from 09:00 a.m. (Moscow time) on March 11, 2022, organize continuous communication between the Russian and Ukrainian sides for the mutual exchange of information on the preparation and carrying out the evacuation of civilians and foreign citizens.

▪ Despite this, 34,555 people, including 3,562 children, were evacuated from the dangerous zones of various regions of Ukraine, as well as the Lugansk and Donetsk people's republics, during the day without the participation of the Ukrainian side, and more than 223,000 people have been evacuated since the beginning of the special military operation, 50,258 of them children. The state border of the Russian Federation was crossed by 23,253 vehicles, of which 1,249 per day.

Attempts of the sappers of Donetsk People's Republic to demine the approaches to Mariupol have not been successful, as the nationalists are firing at them intensively from various types of weapons. Unfortunately, due to the fault of the Ukrainian side, the evacuation from Izyum to Lozovaya failed. This is the route and the humanitarian corridor that the Kiev authorities themselves offered us. Traffic routes are mined, sections of the road are fired from small arms and mortars by units of the territorial defence of Ukraine on the approaches to Lozovaya.

▪ To date, more than 7,000 from 21 foreign countries remain hostage to Ukrainian neo-Nazis, whom the nationalists continue to hold as "human shield".

The fate of these foreign citizens has been the subject of round-the-clock cooperation with representatives of the relevant diplomatic agencies.

▪ Please note that by the decision of the Minister of Science and Higher Education of the Russian Federation, foreign students evacuated from the territory of Ukraine will be able to continue their studies at Russian universities according to quotas for foreign students. To this end, the Ministry of Education and Science of Russia is already preparing notes to the embassies of the relevant foreign states.

▪ In addition, foreign partners express particular concern about the lack of the possibility of safe passage of ships from the ports of Ukraine due to the high mine danger created by the Kiev authorities in their internal waters and territorial sea, as well as possible provocations by the Armed Forces of Ukraine, including shelling of ships from the shore.

Currently, there are more than 50 foreign vessels in Ukrainian ports, crewed by foreign citizens of Azerbaijan, Greece, Georgia, Egypt, India, Lebanon, Syria, Turkey, the Philippines, Jamaica and a number of others.

Ukraine's actions to create a mine danger violate the provisions of international humanitarian law in terms of mine installations that threaten the safety of civilian vessels of third States. The concern of the Russian side in this regard was stated on March 10 at an extraordinary session of the Council of the International Maritime Organization, which is a specialized agency of the United Nations.

▪ We call on the Ukrainian side to strictly comply with the norms of international humanitarian law and ensure the safe exit of foreign vessels from Ukrainian ports and the territorial sea.

We emphasize once again that the Russian Armed Forces do not pose a danger to navigation in the Azov, Black Seas, as well as other areas of the World Ocean.

▪ More than 9,500 temporary accommodation centres continue to operate in the regions of the Russian Federation.

A sufficient number of buses and supporting transport for the transportation of refugees are kept in constant readiness at checkpoints and temporary accommodation places. They are equipped with everything necessary for a temporary stay, hot meals are provided, mobile medical centres are deployed.

Federal executive authorities together with the subjects of Russia, various public organizations, patriotic movements have prepared more than 16,500 tons of humanitarian aid.

1,671 tons of humanitarian cargo have already been delivered to Ukraine, 212 humanitarian actions have been carried out, including 26 actions in Chernigov region, as well as in Donetsk and Lugansk people's republics, during which 250 tons of basic necessities, medicines and food were transferred to the civilian population of the liberated areas.

Today, 23 humanitarian actions are being held in Kharkov, Zaporozhia, Kiev and Chernigov regions, during which 284 tons of basic necessities, including food, are being transferred to the population.

▪ And at the same time, representatives of the Western, so-called "civilized world", continue to deny the existence of neo-Nazism in Ukraine. But objective facts show a completely different picture.

▪ The current government deliberately and criminally legalized the uncontrolled and unpunished use of firearms by citizens on the territory of Ukraine, actually issuing "licenses for murder" in quotation marks, which has already led to countless facts of looting, robbery, banditry and the death of civilians.

We are forced to state that the law enforcement and judicial systems of Ukraine are paralyzed and no longer perform their functions. Pre-trial investigations with the participation of competent authorities are not carried out, the courts have ceased their activities, and sentences are passed by those who have weapons in their hands.

Local police officers are afraid to conduct paperwork on any criminal offenses and administrative offenses, as they have actually become "targets" for thousands of bandits released by the official Kiev authorities from places of detention.

This is happening right now.
Today in Mariupol, armed gangs of neo-Nazis staged another so-called "looting raid" on residential buildings, during which, under threat of physical violence, they took the last food, clothing and valuables from civilians, and those who showed the slightest resistance were shot on the spot.

Despite the full compliance of the ceasefire by the Armed Forces of the Russian Federation, the Ukrainian side continues to cynically violate the agreements reached on the opening of humanitarian corridors towards Russia. Notification of the population in Kiev, Chernigov, Kharkov, Sumy and Mariupol cities was simply not carried out.

At the same time, in Mariupol, the nationalists not only did not stop shooting, but from 9:30 a.m. today, by means of objective control, including the use of unmanned aerial vehicles, an increase in its intensity was recorded in the direction of humanitarian corridors.
Only individual citizens manage to escape from the blocked settlements by private cars.

Also, we have reliably established today that neo-Nazis detained all civilians, about 450 people who tried to travel north from the Sumy region through Sudzha city to Kursk region of the Russian Federation, personal cars were seized, and civilians were simply sent in the opposite direction.

▪ Despite this, 9,787 people, including 1,738 children, were evacuated from the dangerous zones of various regions of Ukraine, as well as the Lugansk and Donetsk people's republics, during the day without the participation of the Ukrainian side, and more than 231,000 people have been evacuated since the beginning of the special military operation, 51,996 of them children. The state border of the Russian Federation was crossed by 24,168 vehicles, of which 915 per day.

▪ In addition, today, thanks to the unprecedented security measures taken by the Russian Armed Forces, it was possible to provide humanitarian corridors and evacuate 8,730 citizens traveling by buses and private cars in Poltava direction.

At the same time, it should be noted that the local authorities did not take any attempts to organize these columns. Desperate people themselves gathered in groups, but realizing the impossibility of the nationalists blocking the exits towards Russia, they were forced to leave in any possible directions.

▪ Currently, a humanitarian operation is being completed to evacuate 130 foreign citizens in Kherson direction. They are delivered through the Crimea to Novorossiysk for subsequent departure to their homeland.

Metropolitan Luka of Zaporizhia and Melitopol addressed the leadership of the Russian Federation yesterday, announcing his readiness to take out part of the civilian population and foreign citizens out of Mariupol on 50 buses. The formations of the Donetsk People's Republic planned an evacuation operation, but despite the agreements with the commanders of territorial defence battalions, according to the cleric, the intense shelling of the humanitarian convoy from small arms and mortars by the nationalists disrupted this next opportunity for civilians to escape from the city controlled by the militants.

Today, all our attempts through official Kiev to force the militants in Mariupol to let a convoy of buses pass for the civilian population also failed.

▪ More than 6,900 citizens from 16 foreign countries, as well as the crews of more than 50 foreign vessels that are blocked in seaports due to the high mine danger created by Ukraine, in violation of international humanitarian law, in Azov and Black Seas, continue to be held hostage by Ukrainian neo-Nazis as a "human shield". We are talking about citizens of Azerbaijan, Greece, Georgia, Egypt, India, Lebanon, Syria, Turkey, the Philippines, Jamaica and a number of other countries.

The fate of these foreign citizens has been the subject of round-the-clock cooperation with representatives of the relevant diplomatic agencies.
At the same time, the Russian side is creating the necessary conditions for a peaceful and safe life in all the liberated territories, ensuring unimpeded access of the population to any humanitarian aid.

▪ More than 9,500 temporary accommodation centeres continue to function normally in almost all regions of the Russian Federation. Strictly individual work is organized with each person arriving in Russia.

The accumulation of humanitarian aid at points continues, more than 17 thousand tons have already been accumulated.

Pursuing exclusively humane goals, Russian servicemen not only do not hinder, but also urge Ukrainians to take advantage of convenient ways for them to get to safe places, including those routes that pass through the territories controlled by Kiev.

▪ At the same time, the flow of refugees across the western border of Ukraine continues to grow. People under pressure from the Kiev authorities are forced to leave for Poland, Hungary, Slovakia and Romania. But no one is waiting for them either at the border or inside the European states. Ukrainian border guards behave cynically towards their people, just as they do on ordinary days, despite the humanitarian emergency situation around the refugees. The capacity of border crossings is not provided. Thousands of cars have accumulated in traffic jams for tens of kilometers, pandemonium and crush at pedestrian crossings. Some Ukrainians stand in line for two or three days, while at the checkpoints there are no places of rest, food and medical care are not organized. Refugees are forced to actually be in the wind and cold, and many of them are with young children. This once again shows how the Kiev authorities do not care about their citizens, who have not been able to organize the evacuation in a high-quality way. In addition, all these facts say that no one needs Ukrainian refugees in Europe either.

▪ Western countries, the United Nations, the OSCE, the International Committee of the Red Cross, as well as a number of other international organizations, in the catastrophic humanitarian situation that has developed for Ukraine, still remain on the sidelines and do not give a principled assessment of outright neo-Nazism, which has already befuddled the Kiev authorities and reigns in the territories controlled by Ukrainian nationalists.

In Zaporozhye, the militants, having seized the financial institutions of the city, carry out checks of depositors' bank accounts. Citizens with significant financial savings are abducted, forcibly detained and, threatening with murder, money is taken away from them, allegedly for the needs of territorial defence detachments. Civilians trying to escape the arbitrariness and violence of the nationalists make independent attempts to leave the city. At checkpoints controlled by radicals, people are detained, beaten, humiliated or extorted the last of their goods for an unhindered exit from the city.

▪ In large cities such as Kharkov, Odessa and Nikolaev, members of nationalist formations, under threat of physical violence against family members of men aged 18 to 60, are forcibly recruiting them into territorial defence battalions. Residents are intimidated, but forced to agree.
Let me remind you that historically, a significant part of the population of Ukraine has always advocated good relations with Russia. According to statistics, this is more than 15 million people who still maintain strong ties with the Russian Federation, where their relatives and friends live. First of all, these are Zaporozhye, Dnepropetrovsk, Chernigov, Kharkov, Kherson, Nikolaev, Odessa, Poltava, Sumy, Kirovograd, Cherkasy, Kiev and Zhytomyr regions.

▪ Since the nationalists came to power in 2014, a full-fledged, large-scale, prepared and managed by Western specialists campaign for mass Ukrainization of the population was conducted in Ukraine, aimed primarily against Russian-speaking citizens of the country. Kiev's discriminatory policy forced native speakers of the Russian language and culture to hide their beliefs under threat of criminal prosecution, demonstrating imaginary loyalty to the current government. Ukrainization, deployed at the state level, has done its job. The ukranationalist authorities have deprived millions of citizens of their country of the opportunity to develop their native language and culture and to bring up their children in a Russian cultural environment.

▪And at present, neo-Nazis continue their activities aimed at the complete or partial destruction of the Russian-speaking population, in fact, at its genocide.

Despite eight years of brainwashing, widespread insults and psychological pressure, millions of Ukrainian citizens have maintained their commitment to Russian culture under conditions of narrowly directed ideological influence.

▪In the context of a humanitarian crisis, most of the population held by nationalists in the cities of Ukraine and used by them as a "human shield" is looking for protection in Russia, and not in the West, which is confirmed by millions of appeals from citizens for help in evacuation to the Russian side.

▪At the same time, the Kiev authorities demonstrate complete indifference to these people and willingness to sacrifice them for the sake of nationalist interests, forcing them to stay in their homes and allowing evacuation only to the western regions of Ukraine or neighboring European countries, but not to Russia.

▪Daily monitoring of the received appeals shows that 12,247 people have expressed a desire to escape from the horrors and arbitrariness staged by the nationalists – namely to Russia and Belarus, and not to the West – just over the past day, and there are already 2,665,822 of them in our database with specific surnames and addresses from almost 2,000 settlements of Ukraine.

That's a huge number. Behind each figure is a specific person, his pain, suffering, horror, and often a crippled psyche and undermined health. But on the other hand, it is also the hope of liberation from shocks, the desire for freedom of speech, thought, conscience and religion, the opportunity to speak freely in Russian, for many their native language, without looking back at the followers of Nazism, ready to shoot in the back.

▪I quote one of the many appeals received today: "My father is in Kirovograd. I beg you, I pray, to evacuate Kirovograd residents accompanied by Russian servicemen, since when evacuating citizens on their own, they may die from the executions of looters or the authorities of Ukraine. When the evacuation begins, please let me know by phone...". End quote.

The steps of the Kiev authorities, which have legitimized, in violation of all conceivable canons of humanitarian law, the possibility of uncontrolled and unpunished use of weapons by nationalists, provoking looting, banditry and violence against their people, civilians who are not capable of adequately countering such inhumane acts, also look like outright mockery of their citizens. Any attempts to resist the militants lead to irreparable consequences, up to the murderer of dissenters.

A monstrous act of cruelty against the civilian population was committed by Ukrainian nationalists in Donetsk today. As a result of a missile strike on a densely populated area in the city center, 20 civilians were killed, 28 people were injured, one of them a child. This is another evidence of the inhumane attitude of the criminal Ukrainian authorities towards the civilian population.

▪ Despite all this, with difficulty, but with the observance of all necessary security measures, we manage to save thousands of lives of civilians and foreign citizens every day.

▪ Despite this, 8,575 people, including 1,298 children, were evacuated from the dangerous zones of various regions of Ukraine, as well as the Lugansk and Donetsk people's republics, during the day without the participation of the Ukrainian side, 248,993 people have been evacuated since the beginning of the special military operation, 54,481 of them children. The state border of the Russian Federation was crossed by 27,923 personal vehicles including 2,415 per day.

In addition, over the past two days, thanks to the unprecedented security measures taken by the Russian Armed Forces, it was possible to provide humanitarian corridors and evacuate 21,345 citizens traveling by buses and personal cars from various localities in Zhytomyr, Lugansk and Donetsk directions.

▪ 6,972 citizens from 22 foreign countries, as well as the crews of more than 50 foreign vessels blocked in the seaports of Ukraine, continue to be held hostage by the militants of the territorial defence battalions.

The fate of these foreign citizens has been the subject of round-the-clock cooperation with representatives of the relevant diplomatic agencies. At the same time, the Ukrainian authorities practically do not react in any way to the appeals of foreign states for the rescue of compatriots in distress.

▪ The Russian side still keeps a sufficient number of vehicles ready at the checkpoints, including comfortable buses for transporting refugees to selected destinations, as well as to temporary accommodation points, where all citizens arriving on the territory of Russia are provided with three hot meals a day and medical assistance is provided around the clock.
More than 9,500 temporary accommodation centres continue to operate in the regions of the Russian Federation.

▪Based on humanitarian principles and solely for the purpose of ensuring the safety of civilians forcibly held by nationalists in blockaded settlements, we coordinate all additional humanitarian corridors proposed by Kiev on a daily basis. Today, the Ukrainian side announced nine routes for the withdrawal of refugees in the Zaporozhye, Zhytomyr and Poltava directions. On all these routes, the Russian Armed Forces also strictly observe ceasefire.

▪We continue to closely monitor the actions of the Ukrainian side both on the ground and from the air, including with the use of unmanned aerial vehicles.

▪Once again, it was recorded that the Ukrainian side uses the ceasefire regimes to actively move weapons and military equipment, restore the combat capability of equipment, replenish material reserves. At the same time, the wishes of civilians to evacuate to safe areas in the northern and eastern directions to the territory of Russia are simply ignored, and all attempts to do this are blocked by territorial defence detachments and units of the Armed Forces of Ukraine.

▪Exclusively for humane purposes, Russian servicemen not only do not hinder, but also urge Ukrainians to use any convenient ways for them to get to safe places, including those routes that pass through the territories controlled by Kiev.

▪ Kiev authorities, on the contrary, continue to force people to stay in their homes and allow evacuation only to the western regions of Ukraine or neighboring European countries, deliberately not notifying the civilian population about the possibility of evacuation to the Russian Federation.

▪Western countries, as well as international organizations such as the United Nations, the OSCE, the International Committee of the Red Cross and other human rights organizations continue to hush up the horrific facts of missile and artillery strikes on densely populated areas of Donetsk. They don't know the current situation, so they distract relevant departments of the Russian Federation by various and multiple requests to ensure the safe evacuation of civilians from territories controlled by the Armed Forces of Ukraine, and not by the Russian Armed Forces.

▪In the conditions of the growing humanitarian crisis, a significant part of the population forcibly held by radicals in Ukrainian cities and used by them as a "human shield" is looking for the possibility of evacuation only to Russia, without considering options for exit to Western states, as evidenced by the next multimillion appeals of citizens to the Russian side.
According to the results of daily monitoring, it was found that 11,412 more such requests were received only over the past day, and there are already 2,678,069 of them in our database with specific surnames and addresses from almost 2,000 settlements of Ukraine.

And this is not just statistics, these are the fates of ordinary people, their hopes for an early end to the daily nightmare, despair at the hopelessness of the situation and the uselessness of their country, whose authorities have legitimized crimes against humanity with their criminal decisions, ignore numerous cases of looting, robbery, banditry, sanctioned the use of weapons by nationalists against the civilian population, including women and children.

▪ I quote another one of the thousands of appeals received today:
"I ask for help in the evacuation of my family along the humanitarian corridor: my wife, Svetlana, her brother and 82-year-old father, who are now in Dnepr city. They are asking for evacuation to Russia. Please help them use the humanitarian corridor. They are very scared, exhausted and can't even go down to the shelter. They will die. Please help." End quote.

▪ Despite this, 11,372 people, including 1,873 children, were evacuated from the dangerous zones of various regions of Ukraine, as well as the Lugansk and Donetsk people's republics, during the day without the participation of the Ukrainian side, and 258,791 people have been evacuated since the beginning of the special military operation, 56,180 of them children. The state border of the Russian Federation was crossed by 29,291 personal vehicles including 1,368 per day.

▪ 7,070 citizens from 22 foreign countries, as well as the crews of more than 70 foreign vessels blocked in the seaports of Ukraine, continue to be held hostage by the militants of the territorial defence battalions.

▪ The fate of these foreign citizens has been the subject of round-the-clock cooperation with representatives of the relevant diplomatic agencies. At the same time, the Ukrainian authorities still do not respond to the appeals of foreign states for the rescue of compatriots in distress.
